Your plan won't respond to the crisis. Your people will.Emergency Management Consultants Perth, Western Australia

Book a capability briefingSector-Specific Operating Context
Risk and emergency management look different in every operating environment. We work to the regulatory landscape, hazard profile, and workforce reality of each sector.

We strengthen the system before it is tested.
We find the weak points before pressure does. Then we build arrangements your people can use, explain and defend.
Diagnose
We test the real system, not just the documents. Plans, governance, roles, escalation pathways, decision authority, training, exercises, and assurance arrangements are reviewed against the conditions they may need to operate under.
Design
We build practical emergency management arrangements for real operating conditions. The work is clear, usable, and aligned to the people who will need to make decisions under pressure.
Embed
We transfer capability into your organisation. Your people understand the system, your leaders can see the risk, and your governance has structure beyond the life of the engagement.
Defend
We shape the work around the questions that come later: what was known, what was decided, who was accountable, and whether the controls were reasonable in the circumstances.
The result is not dependency on Resolve. It is emergency management capability your organisation can own.
Operational experience. Strategic perspective.
Rik Mills is the Principal Consultant at Resolve Emergency Management, an emergency management practitioner and advisor with 20 years of experience across operational command, coordination, capability development and organisational preparedness.
To deliver the best outcome for every client, Resolve engages a wide network of practitioners and partners across the sector, drawing on relationships built over 20 years of service to Western Australian communities.
His operational background spans wildfire, cyclone and flood operations, international repatriation and quarantine isolation programs, remote and austere operational environments, and complex multi-agency incidents nationally throughout Australia.
That experience is grounded in Local and State Government emergency management, giving Rik a practical understanding of the challenges those organisations face in preparing for, responding to and recovering from major incidents.
That operational background is supported by postgraduate study in crisis leadership, strategic leadership and management, bringing together field experience with a broader understanding of decision-making, organisational capability and leadership under pressure.
More recently, Rik has been working across the resources sector, supporting private emergency management and response functions and deepening organisational capability in wildfire, crisis and incident management, and leadership coaching.

Operational risk advisory
Real incidents shape the advice.
Independent review. Lasting capability.
We build capability your organisation can own, operate, and sustain. Every engagement is designed to strengthen your people, systems, and governance, not create reliance on external support.
When the work is complete, you should be clearer, more capable, and less dependent. That is the measure of success.

There is a moment in every emergency when theory stops mattering.
Resolve was built by operational leaders who have made urgent decisions in Incident Management Teams, with agencies watching and consequences moving quickly. That experience shapes the plans we write, the exercises we design, the training we deliver, and the standards we prepare you to meet.
This is not consulting from the outside. We have been inside, and that changes everything we do for you.
