ESO & ERT Exercises & Training

Train for what actually happens. Build teams that perform.

ERT and ESO development through mentoring, nationally recognised training and realistic exercises. Build emergency response team leadership on site, under pressure and in real operational scenarios.

The Reality

Having names on a roster is not the same as having a capable team. Your site knows the difference.

Most resource sites have an ERT and ESO structure listed in their emergency management plan. Names are assigned. Training records exist. But when something actually happens on site, the gap between the paperwork and the reality becomes obvious fast.

On paper

  • ERT members listed on the roster
  • Annual competency assessments completed
  • ESOs assigned to every shift
  • Emergency management plan approved
  • Training records up to date

On the ground

  • Half the ERT haven't practised together in months
  • Assessments test procedures, not decisions under pressure
  • ESOs lack confidence to take command of a real incident
  • The plan doesn't reflect what would actually happen on site
  • No one has tested whether the team can perform as a unit

In the resources sector, the consequences of that gap are severe. Vehicle incidents, underground entrapments, chemical releases, bushfire encroachment, medical emergencies in remote locations. Your people need to perform under genuine pressure, not just tick a competency box.

What We Do

We help ERT and ESO teams take their performance to the next level.

We work alongside your people on site, building genuine emergency response capability through structured mentoring, realistic exercises, and independent validation. Not another tick-box course.

01

ERT Development

Build site emergency response teams with real capability. Structured progression from individual competency through to team-based operations built around your site's specific hazard profile and risk environment.

02

ESO Capability Building

Develop your Emergency Services Officers so they can coordinate, communicate, and lead under pressure. Role clarity, decision-making frameworks, and practical skills that hold up when it matters.

03

On Scene Commander Program

Take your ESO team to the next level of command and control. This focused program develops the judgement, presence, communication and operational control required to lead a complicated or complex incident. A two-day Control Level 1 incident does not provide the experience or depth needed to command a complex operation; this program closes that gap through practical, supervised development.

04

Bushfire Response Training

Specialist bushfire response training for ERT and ESO personnel. Covers fire behaviour, suppression techniques, defensive strategies, and decision-making under active fire conditions. Developed from extensive operational experience across fire-prone remote operations.

05

National Units of Competency

Development and delivery of nationally recognised units of competency for emergency response personnel. Delivered on site in the operational environment where skills will be applied, not in a classroom disconnected from reality.

06

Exercise Design & Delivery

Realistic desktop, functional, and field exercises designed around your actual site risks. Underground rescue, vehicle extrication, hazmat response, bushfire scenarios. We test decisions, not just procedures.

07

MERC Facilitation

We build high-performing teams for the Mine Emergency Response Competition (MERC) around the discipline that scores points: clean technique, tight timing, and decisions that hold up under a judge's eye, then carry that same discipline back into everyday operational readiness.

08

Mentoring & Coaching

One-on-one and team mentoring for key personnel on site. We work alongside your people in realistic settings, building confidence and competence through guided practice across multiple rosters and shifts.

09

Validation & Assurance

Independent assessment of your response capability against the Work Health and Safety (Mines) Regulations 2022 and WorkSafe's expectations for procedures, testing, training, command structure, resources and competence. Honest appraisal of readiness, documented and defensible for your leadership team.

10

Executive Reporting

Clear, structured reporting that gives your GM, site leadership, and board visibility over response capability. No jargon. Honest assessment of where your teams sit and what is needed to close gaps.

More Than Technical Skill

Technical proficiency is only part of being a well-rounded operational team member.

Knowing how to cut a casualty from a vehicle, run a BA team, or lay a hose line is the baseline. It is not the finished product. The members people want beside them on a bad day also communicate clearly, read a scene, work the command structure, manage their own stress, and lift the people around them.

Those are learned skills, not personality traits. We build them deliberately alongside the technical training, so your ERT and ESO personnel grow into operators who can be trusted with judgement, not just tasks.

Communication under pressure

Clear, calm information flow between responders, the ESO, and the incident controller when the scene is loud and moving.

Situational awareness

Reading the scene, anticipating the next problem, and speaking up when something does not look right.

Team cohesion and welfare

Supporting crew mates, recognising fatigue and stress, and keeping the team functioning across a long incident.

Judgement and decision-making

Understanding intent, working within the command structure, and making sound calls inside your level of responsibility.

Why It Matters

Defensible capability starts with validated people.

Regulatory exposure

Compliance

Regulators expect demonstrated emergency response capability on resource sites. A team that has been mentored, exercised, and independently validated is far better positioned to demonstrate that than a roster of names alone.

Due diligence

Liability

Site leaders and officers may incur personal liability under workplace safety legislation. Validated response capability with documented competency helps support your due-diligence position if something goes wrong.

Operational confidence

Performance

When your ERT has been tested under realistic conditions, they respond with confidence instead of hesitation. That difference determines outcomes in the first critical minutes of an incident.

Retention and culture

Investment

People who receive genuine development and mentoring stay longer and perform better. Investing in your response teams builds organisational resilience beyond compliance.

How We Work

A structured approach to building real capability.

We do not run a two-day course and leave. We work alongside your people on site over time, building capability that holds up under pressure.

1

Assess

  • Current ERT and ESO capability baseline
  • Gap analysis against the WHS (Mines) Regulations 2022 and WorkSafe guidance
  • Site hazard profile and scenario identification
  • Team structure, roster coverage, and role clarity
  • Executive briefing on current state
  • Development plan and timeline specific to your site
2

Develop

  • Individual and team mentoring sessions on site

Mentoring & Coaching

On-site mentoring and coaching that turns fire behaviour theory into practice your ERT can rely on.

Common questions

ERT and ESO, answered.

What does ERT and ESO capability uplift actually involve?

It starts with an honest baseline covering current team structure, roster coverage, hazard profile and gaps against what your site actually needs. From there we build a development plan specific to your site, covering mentoring, national units of competency, exercising and independent validation, delivered on site alongside your people rather than handed over as a document.

Can training be built around our site risks, emergency response plan and operating environment?

Yes, and it needs to be. Generic training built for a different hazard profile or a different plan does not hold up when it matters. We build the program around your actual risks, your equipment, your emergency response plan and the conditions your team will really be working in.

Do you provide practical exercises and scenario-based training, or classroom training only?

Practical, scenario-based delivery is the core of how we work. Desktop, functional and field exercises test decisions under realistic pressure, not just knowledge of a procedure. Classroom components support that work; they do not replace it.

Exercise development and facilitation

Can you assess the current capability of our ERT, ESOs and emergency leadership team before recommending training?

Yes. An independent assessment against your regulatory obligations and operational reality comes first, so any training we recommend is addressing an actual gap, not a generic package sold regardless of where your team already stands.

Can Resolve support ongoing ERT development, refresher training, exercises and competency maintenance?

Yes. Capability decays without sustainment. We support the full cycle after initial development, refreshers, mentoring, annual exercising and competency maintenance, so the capability you build is still there when your team actually needs it.

Your GM wants assurance.Your people deserve development. We deliver both.

Whether you are building ERT and ESO capability from scratch or strengthening an existing team across rosters, we will design a program that fits your site, your risks, and your people.
